If an agent with higher priority makes a mistake, another agent with lower priority eventually becomes dead-end.
The priority value of the dead-end agent is changed, so that the agent that made a mistake forced to change its value; a bad decision can be changed without an exhaustive search.
By taking initiatives interchangeably, bad decisions are weeded out, only good decisions can survive.
